Position Description:

  • Position Title: Director of Community Services
  • Immediate Supervisor: Superintendent
  • Normal Working Hours: 40 hour week, flexible and variable Normally M-F, 8AM-4PM

ESSENTIAL FUNCTIONS:

  • Promote positive culture in all areas of community services, including but not limited to the individuals served by the county board and their families, Board members, bargaining and non-bargaining staff members, providers and community partners.
  • Overall responsibility for the direction/operation of the Community Services Department.
  • Supervise SSA Supervisors and Executive Administrative Assistant .
  • Prepare and monitor the budget for the Community Services Department.
  • Oversee Targeted Case Management (TCM) billing process, Individual Data System (IDS) and Brittco as it applies to Service and Support Administration and TCM billing.
  • Oversee waiver cost planning document process for the Ohio DODD.
  • Responsible for all waiver costing, planning, and oversight of the Family Support Services Program.
  • Provide oversight of NEON contracted services on behalf of MCBDD (FSS, QA-RN, waiver administration).
  • Oversee Guardianship Services, Payeeship and On-Call contracts with Help Hotline, Inc.
  • Representative of the county board for resolution of complaint process for the Departmental level in Community Services.
  • Oversee waiver management, eligibility, request for services and TCM activities. Coordinate and ensure compliance for appeal hearings.
  • Handle Probate Court and other legal issues within department.
  • Participate in hiring and training of new staff.
  • Responsible for policy & procedure writing in Community Service and staff training.
  • Function as lead administrator for agency in preparation for ODJFS audits/reviews, compliance review and plan of correction.
  • Act as liaison to County Board’s SSA Directors network/workgroup.
  • Oversee MCBDD provider network including joint planning and problem solving.
  • Represent or delegate agency involvement in DD system workgroups and projects as necessary.
  • Oversee residential services for adult and child DD consumers, including emergency cases, and advise Superintendent / Assistant Superintendent on long range residential services needed for agency.
  • Collaborate with provider partners on service delivery and compliance.
  • Demonstrate regular and predictable attendance.

OTHER FUNCTIONS:

  • Attend meetings and training sessions, including state and local meetings as assigned.
  • Adhere to all ORC, OAC, and MCBDD policies and procedures.
  • Perform other duties and responsibilities as assigned.

WORK ENVIRONMENT:

  • May be exposed to infectious disease.
  • May work with individuals with behavioral disabilities who display aberrant behaviors.
  • May be exposed to chemicals commonly found in an office environment (i.e., toner, correction fluid, etc.).


Duties:

  • Oversee waiver cost planning document process for the Ohio DODD. Have security affidavit clearance access for PICT, IDS, ODDP, WTS (Waiver Tracking System).
  • Responsible for all waiver costing and planning (PICT) and oversight of the Family Support Services Program.


Requirements & Preferences:

REQUIREMENTS:

  • Bachelor’s Degree in Human Services Field. (Master’s Degree, Major in Social Work preferred).
  • Service and Support Administration ODoDD Management Certification.
  • 3-5 years supervisory experience in human services (preferably social services).
  • Experience working with individuals who have developmental disabilities.
  • Evidence of a valid driver’s license in state of residence, good driving record and full liability coverage on any vehicle used for transportation.
  • Possess excellent verbal and written communication skills.
  • Possess computer skills in various word processing and database management programs.
  • BCI background clearance.
  • Any other training as required by the Ohio DODD or county board policy.
  • Demonstrated commitment to valuing diversity & contributing to an inclusive working environment.
  • Ability to engage others with understanding & empathy.

PHYSICAL DEMANDS:

Director of Community Services Sitting: 4 hours per 8 hour work shift. Alternates frequently to walking and standing. Standing: 2 hours per 8 hour work shift. Alternates frequently to walking and occasionally to sitting. Walking: 2 hours per 8 hour work shift. Alternates frequently to standing and occasionally to sitting.
