Housing Rehabilitation Specialist (Part Time)

Kleinfelder is seeking a Housing Rehabilitation Specialist to join the team in the Bowling Green, Ohio area (to include Toledo &/or Cleveland) on a parttime basis.  Join us at a top internationally ranked firm where we have been connecting great people to the best work since 1961. Our Planning Department team is looking for someone who is interested in making a difference in residential rehabilitation in communities all over Ohio. We are seeking a Housing Rehabilitation Specialist with strong residential construction background and knowledge of Ohio’s Residential Code for 1, 2, & 3 Family Dwellings and BOCA requirements.
 
Job Responsibilities:

• Pre-application, preliminary inspection (full application provided to client or property determined a walkaway)
• Full property inspection, pest inspection, lead-based paint risk assessment, detection of lead-based paint using XRF Analyzer, take lead any necessary samples and send to lab.
• Prepare specifications using lead report from XRF/Lab, confer with homeowner regarding improvements.
• Send specifications to housing specialist and schedule Contractor Walk-Through.
• Hold Contractor Walk-Through at property, edit/add to specs, issue Invitation to Bid Addendum, as necessary.
• Carry-out progress inspections for all individual projects.
• Prepare Change Orders/documentation, if any.
• Have final inspection, lead clearance and final lead paperwork for Ohio Department of Health.
• Punch list/final inspections/final payment request to contractor.
• Contractor warranties and client satisfaction survey.
• Prepare/maintain client files and suitable for monitoring.

 
Position Requirements:
  • 10-15 years experience in preparing housing rehabilitation work specifications and cost estimates for Community Housing Impact & Preservation (CHIP) Programs preferred.
  • Working knowledge of Microsoft Word software preferred.
  • Must have good communication skills and able to travel throughout Ohio.
  • Valid driver’s license and reliable transportation
  • Licensed Lead-Based Paint Risk Assessor and Licensed Lead Contractor/Supervisor through the Ohio Department of Health; and EPA Renovation, Repair, and Painting (RRP) Certification preferred or to be successfully obtained within 3-5 months of hire.

  •  

    Knowledge and experience with the Federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs a plus.
