01/12/2010 Looking Beyond 2014: What Are the Next Steps in the Phaseout of HCFCs? From your Refrigeration Systems Council

Participants in the September 17, 2007 week-long series of meeting in Montreal, Canada agreed to some modification in the HCFC phase out schedule for both developed and developing countries.
For developed countries only one part of the existing schedule was changed – a reduction in 2010 from 65% to 75% based on the original production/consumption cap of 1989. The year 2010 also limits the production and importation of HCFC-22 and HCFC 142b for use in new equipment. Exemptions and servicing needs may be revisited in 2015. (Note tighter European Union schedule in dotted lines.)
For developing countries, they will push forward setting their baseline for production/consumption caps and will freeze production and consumption of HCFCs in 2013 rather than 2016. Developing countries will phase out HCFCS in 2030, allowing for a “service tail” from 2030 to 2040.
